1- Recognition of the right of deaf and hard of hearing athletes of both sexes to participate in all sports activities at all levels as healthy athletes do and that their disability is a sensuous disability and not a physical disability.
2- Recognition that the Deaf people has the right to claim establishing federations, clubs, centers and cultural, social and sports associations of their own in their respective countries and that they have the absolute right to administer them and assume leadership positions and appropriate jobs in them as they are part of the local community.
3- Developing sports activities and preparing periodical activities programs in coordination with federations, clubs and member bodies of the Federation.
4- Encourage and support plans to promote the positive cultural and athletic behavior of deaf athletes in sports in general.
5- To spread and expand the sport fields for all deaf and hard of hearing people in all Member States and to facilitate and improve their practice.
6- Maintaining international rules and principles of all games and establishing the necessary rules and regulations in accordance with the instructions and principles established by the (ICSD).
7- Contributing to the preparation of the deaf national teams representing the Member States in all meetings, whether held inside or outside the country and obtaining the necessary approvals and encouragement from their governments.
8- Representing the Federation in Arab and international conferences, seminars and meetings to organize these conferences, seminars and sports competitions in any Member State.
9- Take the necessary measures to implement the (ICSD) regulations and instructions regarding deaf planning and anti-doping.
10- Promoting and developing sports relations with federations, committees, clubs, associations and private and public bodies in the sport of the Deaf in Member States and in the rest of the Arab World and different countries of the world.
11- Emphasize that all local and international official sports activities exercised by teams is done only on merit.
12- To provide and encourage the participation of deaf women in regular and various competitions for women at the Arab and international levels.
13- Consultation and cooperation with federations, clubs, associations and local bodies related to Deaf Sports on supporting participation in sport.
14 - Coordination and communication with Deaf people who are not athletes, to encourage them to practice sport activities of various kinds for positive health and psychological effects on them.
15- To spread awareness among the public, companies and media institutions about the sport of deaf people and their development.
16- Coordinate with the competent governmental bodies of each Member State to provide opportunities for deaf athletes to use government property and sports facilities on an equal footing with other athletes.
